A driver travelling at speed \(v\) must keep a safe following distance \(d\) behind a vehicle that may brake suddenly. The safety formula is \(d = v\,t_{r} + \dfrac{v^{2}}{2a}\), where \(t_{r}\) is the driver's reaction time (seconds) and \(a\) is the deceleration rate (m/s\(^2\)) of the following vehicle. In the city the speed limit is \(50\) km/h, typical reaction time is \(1.5\) s, and the maximum comfortable deceleration is \(3\) m/s\(^2\). On wet roads deceleration is reduced by 20%. Compute the minimum safe following distance in metres, rounding up to the nearest whole metre.
