In any zone the driver may choose to travel at 80 % of the speed limit; when this is done the fuel consumption in that zone is reduced by 20 %. The bus must keep total fuel consumption at or below 45 L while minimizing total travel time. Determine whether the driver can travel at the reduced speed in all three zones and, if so, calculate the total travel time in hours (rounded to two decimal places).
